tons of abandoned and dilapidated gulags in Siberia just going to waste ... too bad the ex-soviet union is on the outs with the rest of the world right now, or i bet we could lease a bunch of those gulags and institute old fashioned transporting of convicts to those places to serve out their sentences ... now THAT would be a real deterrent ... so, overall, that would be one of those win-win-win situations ...
