I guess you have forgotten how much McConnell, as Senate Majority Leader, slow-walked Trump's cabinet appointments. Without Senate sign off on cabinet appointments a President cannot really control that department of the executive branch. McConnell forced President Trump to accept all sorts of despicable RINOs such as Bill Barr as Attorney GeneraI, for example.
