Focus closely on this sentence. 'Allows for' can be taken to mean it permits violations by himself or his sitting government, OR it could mean it creates room for violations by the left.
There is too much ambiguity and this is too dangerous a topic for that.

Do either of those proposed remedies fall within the provisions of the current Constitution? No, they obviously do not.
At that point he leads into the sentence in question, whereby he claims that, again quoting:

In this full context, he is saying the 2 outlandish remedies he seeks, which do not fall under the rules of the current Constitution, are justified due to the massive fraud.
Those here trying to dissect the one sentence alone are ignoring the full context of his remarks.
