The Constitution provided time between Election Day in early November and a new Congress being sworn in in Mid-January because in the 18th Century it took several months for representatives to travel by horse to Washington.

In the 21st century it takes several months to count the vote.

Actually, the Constitution specified March 4 as the convening date for the new Congress, from 1789-1933.
