Cuffs are for everybody’s protection. No need to be brutal about it, but necessary.
Per the story, she failed to appear in court for a citation issued by Code Enforcement Officers. In many states, including Alabama, the judge has the discretion in many cases to issue a summons, which is an order to appear issued by the court, and served by an officer, rather than issuing an arrest warrant. If the defendant fails to appear in response to the summons, then the judge may issue an arrest warrant.
Rule 3.1. Issuance of arrest warrant or summons.
(a) ISSUANCE. Upon return of an indictment, or upon a finding of probable cause made pursuant to Rule 2.4, the judge or magistrate shall immediately cause to be issued an arrest warrant or a summons, as provided in Rule 3.
(b) SUMMONS. If the defendant is not in custody, if the offense charged is bailable as a matter of right, and if there is no reason to believe that the defendant will not respond to the summons, a summons may be issued, at the sole discretion of the issuing judge or magistrate.

This is just further proof that you never truly own your property. The trash service was probably forced on her and the rest of the citizens.
Arresting an 82 year old woman over a petty trash bill can never be respectful.

Those cops were afraid and just cuffed this old woman for their own protection. They know an 82 year old woman could go apeshit and easily beat the shit out of both of them. She could have simply overpowered them, took their weapons and killed them both. All cops know how violent, dangerous, unpredictable, and powerful, people over 80 are, and they are trained to deal with these deadly octogenarians.

Yeah, sorry. I don’t subscribe to the notions of modern policing where little kids and old ladies get handcuffed, old men get tackled to the ground and paralyzed, and young men get shot twenty times for holding a cell phone.

I don’t go for most of that either, but IIRC many police forces have a policy where everyone who is taken into custody is handcuffed for transport.
Sometimes the only thing that keeps a person from doing something stupid is not being able to.
Years ago when cops would pull dui check points here in NJ they did it with all the swagger of some SS thug.
After having been stopped coming home late at night by one of these punks the first thing this kid, because I could see he was much younger than me he said “Sir how much have you had to drink tonight?’’
I was tired, had a rough night at work and was just not in the mood for this and I said “Listen asshole, I haven’t had a drink in 25 years’’.
The kid didn’t know what to do or say but an older cop came over and said “Is there a problem’’?
The kid said “He called me an asshole’’.
The older cop said “Sir I’m going to need you to step out of the car’’.
I said “I’m not stepping out. I told this kid I haven’t had a drink in 25 years’’.
There followed a moment or two of silence and then he said ‘’Get out of here’’.

Well, if I’d been chief I’d have told the local bureaucrats to get off their fat backsides and find a better way to deal with the issue. One that didn’t use his personnel.
