You can’t pardon people who weren’t even charged or arrested yet.

A Presidential pardon can be given in general terms, like Biden’s pardon to cannabis users: “on or before the date of this proclamation, regardless of whether they have been charged with or prosecuted for this offense on or before the date of this proclamation ...”

Nixon was not yet convicted of anything, but was pardoned.
