I don’t know Georgia law on that point.
He is (or was) a member of the House. Governors don’t appoint people to fill an open House seat. There will need to be a special election and in a heavily black district, the winner will be a Dem. But first the missing dude needs to be found, alive, dead or in a vegetative state. No matter. He was just reelected. If they want, the Dems will find a way to prop him up.
