In principle, the born child should have personhood and rights including to extensive, expensive healthcare. In practice that means people who can’t afford to pay are dependent on other people being willing to pay.
After all, someone is going to have to pony up the dough to keep those unwanted / severely disabled infants breathing and fed for years to come.
Conservative ideology created a healthcare system that is motivated entirely by profit and insurance risk offset. And the bill proposes swingeing financial penalties if care isn’t provided.
Conclusion: no matter how sound the moral principle, conservative ideology means that nobody wanted to pick up the tab, the healthcare industry didn’t want the financial and legal risks, statism couldn’t be allowed to take over...
