Pelosi’s made the call from the bathroom on his cell phone. He had likely already spoken to the guy. The call was a furtive call because David was in ear shot. The dispatcher picked up on there being something wrong and dispatched the cops.
The attack was witnessed by the cops. How long did it take them to get there? Three minutes? Five? That’s a long time in that situation. David struck Pelosi because he realized Pelosi’s had called the cops.
