What is the discrete legislative purpose of this committee?
I say the purpose is to create a Bill of Attainder against a US citizen. Calling it a “criminal referral” to DOJ does not change its essential nature.
Allowing Congress to do this - to anyone - voids the IV, V, and VI Amendments to the US Constitution by making Congress a perpetual Grand Jury or Star Chamber.
