Compliance test, precedent (the loophole is that medical "emergencies" as well as either war or terrorism, allow for arbitrary mass suspension of Constitutional rights; or at least they hoped.

Terrorism wore out; Trump had stopped wars; so they spun up the virus to allow voter fraud, and them when they got in, pushed both the jabs and are trying to instigate open war with Russia, not content to allow a proxy war like the Arab-Israeli wars of decades past, or Afghanistan, after fleeing like cowarads and leaving behind $85 BILLION in materiel.
