During the Battle of Britain, when the Germans were attempting to attrit the RAF to enable an invasion of the U.K., Churchill bombed German residential areas, perhaps as collateral damage. This causes Hitler to target British cities. This change in tactics stopped attriting British airbases and possibly changed the course of the Battle of Britain. In short, it was a stupid decision, and Putin continues to emulate Hitler.
Agreed, this was done to lift faltering morale within Russia, militarily it accomplishes nothing, a waste of resources if anything.
