I cancelled my paypal acccount over this. I’m guessing I’m not the only one who did.

Too late... There is a lot to be said about personally proofreading before releasing policy.
Just the fact they would even think this way, that anybody who works for them thinks this way, is plenty on it’s face alone.
I'm getting the same evasive response from PayPal that you have experienced. I used PayPal for only one transaction in the past and removed a credit card associated with my PayPal account long ago.
On three separate occasions, over a period of a few months this year, I have contacted PayPal Customer Support to close my account because my online request reports a problem. Each time they claim there is no issue with my account and that the problem is with their system that will be investigated. They promise to promptly close the account and notify me when the system problem is resolved. I never hear from them again and the account remains open. I don’t believe PayPal is being honest with account owners. I suspect it's a ruse to avoid closing existing accounts.
Nice how PayPal has anointed themselves as the arbitrators of what is “misinformation”. Like a king crowning himself

Oh great! Since it was a false alarm we can go back to trusting Big Tech again.
If you have any recurring payments (i.e., Netflix, Peacock tv) you have to close/stop them before you can close PayPal. It only takes a few minutes.
Interestingly, folks know they have options when it comes to those who handle their money, and then it becomes a simple matter of trust.

The interesting about Paypal is the way they ban all firearm-related transactions. That alone should be reason to avoid them - it’s an enemy of the Second Amendment.
