The area Russia is occupying has a higher % of Russian/Russian-speaking population, Kiev not so much. Putin is focusing on where his people are.

The Russians were hitting all of the civilian targets they could all across Ukraine, but they ran low on missiles with enough range for it. They were forced to move their ships further away. They don't send many aircraft into Ukraine, either, because so many of them were shot down by antiaircraft systems.

The Russian airforce cant really overfly Ukraine, except along the edge of the combat area, and then only at very low level. What the Russians failed to do at the outset was to destroy the Uke air defense system.
Ukraine has something like 200 or so S300 launchers plus several other ex-Soviet systems. The RuAF has no answer to that, as it seems their SEAD (Suppression of Enemy Air Defense) sucks.
Since then their only way to hit something deep in Ukraine was cruise missles, of which they have a limited number. They launch missiles almost daily, but its seldom more than 6 or so. These are good only for fixed installations and they are not as accurate as US gps guided munitions.
