He’s already been given over to strong delusion. After rejecting God, God will respond by continuing to harden his heart, just like Pharoh.
I tend to agree with that. I think people who reject God, have their hearts hardened to a point, where they are given over to a reprobate mind (Romans 1) and reach a point, where they are no longer capable of responding to the gospel.
