Uh, why would you say that? They have headphones in many jails and prisons. TV too. And tablets with WiFi in some places.
Things have changed. Was in county once as a yute and it was cold and miserable. There was one TV that everyone had to watch. No headphones, no music...zero. What i remember most was the green baloney sandwiches and the few sadistic corrections officers (the worst ones were women for some reason).
