Republicans should all vote against it just to spite Manchin. Next year, after Republicans take over the House and Senate, they can always pass their own reform bill.

This was baked into the deal Schumer and Biden made to get Manchin to agree. So for the thirty pieces of Silver Manchin sold out and now those that have bribed him have reneged on their bribe.
