The President is the executive officer of the federation of states. He is responsible for managing interstate commerce, for foreign relationships on behalf of the states, and for the common defense of the states. Everything else falls to the states, and the governors, to manage.
That's why the Electoral College chooses the President and not the people, because the President works for the states as sovereign entities, not for the people directly.

Yep, the way things were set up before the 17th Amendment, was that the states were represented in the Senate, while the people were represented in the House. Then the Dems f***ed that up, too. Obamacare would have never passed if the Senate had to get re-elected in the state houses. Even Democrat governors were bitching about it.
