It’s literally not though. Germany would be more than happy to pay for it, Russia is the one refusing to sell.
Canada has played a central role in this by not returning gas turbines to Germany, even as late as the third week of August, but said they would soon be doing this around that time.

Try using monopoly money to buy fuel in a gas station, as that’s what Euros now are in Russia - and that was due to EUROPEAN ‘sanctions’.
If Europe won’t give Russia a usable currency, Russia won’t sell their product, no different than trying to give a gas station monopoly money.
...and that doesn’t even mention the 5 turbines that Canada REFUSES to send back to Russia.
