Not quite so. Russia has substantial forces near Ukrainian border that were being reorganized and retrained all along. These forces can be used at any moment and the newly mobilized can replace them as the reserve.

In fact, it seems likely that this is already happening — there were a couple of Telegram reports about Russia going on counter-offensive near Liman, this would mean fresh forces arrived.

Those forces are the torn up, demoralized remains of units previously destroyed. Most consolidated units are a half or less of their original size; there is no unit cohesion - its a mix and match situation.
