huh? Queen Victoria doesn't count?
Not as Queen of England, no. Victoria was Queen of the United Kingdom, as every British monarch since 1707 has been, when England and Scotland combined as a single Kingdom under the Act of Union 1707.
From 1603, the same person had been separately King (or Queen) of England, and King (or Queen) of Scotland (often rendered as 'of Scots') but since 1707, the title King/Queen of England, has been entirely dormant.
It is a technicality in some senses, but I was responding to somebody who was expressing opinions about whether or not the British monarchy should exist, and if people are going to start advocating major constitutional change for a nation, I think pointing out that their knowledge of the constitutional history of that nation is obviously limited is warranted.
It's different - to me - from just a harmless use of an historical term.
