It has been asked by owners many times in my condo complex to install chargers.I lived in an apartment complex for over 20 years here in Michigan, thru mild winters and bad winters.
In a bad or normal winter, after a heavy snow fall, parking lot chargers would be inaccessible due to the way the lot is plowed and the tenants would be required to hand shovel a spot next to a charger just to use it.
I also can't imagine a 200 unit complex installing enough chargers for all the resident renters.

I’m from your neck of the woods but now live in maryland (thanks to the useless Jenny Granholm)
Baltimore is mostly tow home with street parking. People often have to park several blocks from home.
Electric is going to work great.

Some of the residents are bound to come up short due to power theft and charger vandalism.
