The original source of the high estimates of 14,000 civilians is the Donbas MILITANT LEADER who has even admitted he made it up.
Not even the Donbas Administration agrees with his numbers. That statistic is wheeled out by Russian propagandists and assorted useful idiots despite the figures being disputed by the UN, international observers, and even The Donetsk People's Republic's OWN PUBLISHED STATISTICS .
For example, the PDF titled "Annual Report of the Human Rights Ombudsman in the Donetsk People’s Republic 2020".
Since the outbreak of the conflict, 4,959 people lost their lives in the Donetsk People’s Republic, including 90 children (Diagram 4).
Most of the casualties fall on 2014 – 2,546 deaths and on 2015 – 1,395 deaths. In 2016, 348 people died as a result of the armed aggression, including three children, in 2017 – 278 people, including three minors, in 2018 – 154 people, including five minors . In 2019 – 160 people were killed, of whom 151 are servicemen of the Republic, six civilian women and three civilian men.
Within the period between 1 January and 1 December 2020, in the territory of the Donetsk People’s Republic as a result of armed aggression by Ukraine 39 servicemen of the Republic and 5 civilians were killed.

It is worth noting that the signing of peace agreements helped to reduce the intensity of hostilities. Thus, the number of deaths among the residents of the Donetsk People's Republic decreased by 9 times in 2017 compared to 2014, in 2019 – almost by 17 times, in 2020 – by 50 times. These dynamics reflect the measures within the Package of Measures for the Implementation of the Minsk Agreements, as well as ceasefire agreements.
At the same time, a decrease in casualties among the civilian population was facilitated by the unlimited truce announced in Donbass on 21 July 2019.
Since 1 January 2020, as a result of the armed conflict in the territory of the Donetsk People's Republic, 44 people have been killed (Diagram 6)."
This is the official report sent to the United Nations AND to the Kremlin. It reports higher numbers than the UN, Ukrainian and European official counts. And it still falls far short of reporting genocide. 44 dead civilians (on both sides, not just on the Russian side) over the entire 12 month reporting period does not constitute a genocide. The figures for 2021 don't either.
Given the size of Donbas, and the population (millions) it would only qualify as a genocide if EVERY ONE of those deaths could be directly attributed to deliberate targeting of Russian noncombatants by Azov. But the DPR itself says that is not the case.
If you want to know about mass civilian deaths in Donbass due to conflict., the Special Military Operation created more civilian casualties in that region the first five weeks than the Donbas conflict managed to create in the first five years covered by the DNR Ombudsman's reports.
