“Lawfare” isn’t a specific group. “Lawfare” is a tactic. “Lawfare” is the use of legal systems and institutions to damage or delegitimize an opponent, or to deter individual’s usage of their legal rights.
Anyone, or any group can engage in “lawfare.”
