The problem for Russia is while they can indeed produce a few prototypes of high end military technology that is comparable to the West, they simply lack the hi-tech sector and the infrastructure to produce these items in any quantity that would make a difference on the battlefield. So they fall back to their old Soviet era dumb fire missiles and tanks.

It matters not how advanced the weaponry may be technologically, if it cannot be produced and deployed to the front lines in quantity, then it may well be useless.
Engineering prowess is pointless without logistical support.
