Maybe but the Ukes have Hollywood backing. How is Russia supposed to compete with that?
Russia has a very fine film industry. Do not doubt me.

The Ukrainian advantage here isn’t in production values, but in writing, creating a narrative. Putting that to life authentically does not require complex cinema techniques. Indeed, authenticity requires minimalism. Ukraine doesn’t do “hollywood” at all, in that sense. They do just fine on their own. With the narrative in hand, flesh it out in video by choosing shots that tell your story. That is film major 101. Russia has lots of genuine film professionals that can do that all day.
The really hard problem, even granting the failure of the Russian writing/narrative, is simply the Russian argument. Russia looks horrible just from what its leadership says. You can make anti-Russian propaganda that works great abroad just by scanning Russian domestic media. Russian internal propaganda does not work outside it.
Perform the thought experiment - how would the Russians get the Finnish or the Swedish public to like them? Make Russian arguments at them?
