a far more plausible explanation is that the FBI was perhaps on a fishing expedition, looking for evidence that could implicate Trump in the Jan. 6 riot.

I think something else. The Jan 6th committee has been steering away from Jan 6th and towards earlier 2020 election things. Notice how the FBI are going after PA pols now? I think they want to set up a narrative that Trump and co tried to steal the election(accuse others of what you are doing) and call that sedition or similar.
