Scott was paid off. simple as that. He has no core convictions. He is available to the highest bidder.
But I would not put him in the same group as Romney, Collins, MurCOWski, Cassidy and Graham just yet. He is more of an establishment hack along with McConnell, Thune, Sasse, Cornyn, Capito and Tillis.
