Not all bad things are illegal. Not all legal things are good.
Law applies to everyone within a specific jurisdiction.
Morality applies to intersecting belief communities with differing morals.

What does “morality applies” mean? Are you using ‘morality’ to mean conformity to a set of rules for conduct? Does ‘intersecting’ boil down to disagreement?
I tend to think that government should stay out of issues of morality unless they lead to behaviors that are injurious to the society as a whole.
