Not a legal mind or even a constitutional mind but it seems strange that an elected body can impose criminal charges. As a Canadian I would be shocked if the Parliament was able to DEMAND the attendance of an every day citizen that voted for them. I thought they served us not the other way around? Again, I might be getting this wrong, but I thought only a legal actor like the AG could impose charges?

The elected body did not impose the charges. They referred them to the DOJ.
