On January 6, 2025, will the VP have the power to reject Republican electoral votes? Suppose the Dems claim there were violations in Texas or other red states. Nevertheless, no Governor, Secretary of State, or other statewide official approves an alternate (pro-Dem) slate of electors. No legislative chamber votes to unseat any Republican electors. No court decision accepts the Dems’ claims. But Harris can reject those electoral votes anyway?

You're rather naive. No bi-partisan Bill that has the likes of Romney, Collins, Graham, and the rest of the usual RINO suspects, is a good Bill.
