Ok, I’ve scanned all 137 National Emergency Powers, and 90% or more of them deal with military matters. A scattering of them are super-specific (Like BAROE ISLAND IN THE PANAMA CANAL ZONE CAN BE REMOVED FROM NATURAL-PROTECTED-STATUS). The only two that I saw that could be troublesome are:
1) The ability to shut down modes of communication that emit electromagnetic energy (between two seperate wavelengths). While this is directed at radio and TV stations, it could be twisted to apply to the internet. But, on the other hand, it only allows a shutdown. Shutting these things down could not possibly help against ‘climate change’, and a shutdown isn’t exactly helpful to the government in general.
2) The ability to seize oceangoing vessels with just compensation to the owners, pressing them into the Merchant Marines.
There’s another one that MIGHT be huge:
3) The Secretary of Transportation may “Undersecretary of Transportation authorized to coordinate domestic
transportation, among other duties...” That’s all it says. This could be twisted to apply to personally owned vehicles, and it does not specify the powers. It is also an unlimited Presidential power.
