In the U.S., you could purchase saltpeter over the counter, at any pharmacy. Don’t know if that is still the case. Have not made gun powder since I was a teen.

I’m sure it’s not simple, but I’m not planning on blowing anyone up in the foreseeable future. But whoever did this managed to get the right ingredients together in the right proportions. If I were out to blow anyone up, or make a homemade shotgun shell, I’d manage, too. But that’s unlikely.
