Amusing to see San Franciscans get upset about being labeled the 2nd worst-run city in the USA but are perfectly OK with being labeled the most degenerate, hedonistic, homosexual capital of the world. Some things never change.

My husband got a short term gig reworking a public works mess in OKC. I’ve lived in LA, SF, NYC, Portland. OKC is a nicely run city. Not fancy, has problems....but pretty well run. Very nice people.
Any listing that doesn’t have Seattle as at least a top five contender has no credibility. And where are stalwarts of bad management like Chicago, Baltimore and St. Louis?
