Most likely Biden, and the federal agencies, will ignore the ruling and continue as if nothing has been decided. The attitude will be same as another democrat president, Andrew Jackson who might say today, “John Roberts has made his decision now let him enforce it.” New lawsuits will be filed to try and force compliance, but I expect Biden to be able to put this decision off for the remainder of his term. If this decision is respected, then it is a great victory.
Yes, I think policies can continue while the Appeals process is underway. I might be wrong.
