As for 1996, that was the time of the first Chechen war.
He and his father did fight against the Russians at that time. That’s not terrorism, that’s war as part of a standing military.
He and his father switched to pro-Russian in 1999 and fought with the Russians against Chechen separatists in the 2nd Chechen war.
This put the Kadyrov’s in direct opposition to Shamil Baseyev, years before Baseyev did terrorism in Beslan, the theatre, the two passenger planes, and the hospital raid.
