Why bother to arrest people who are let go?
May as well just confiscate the drugs and tell the perps to have a nice day.
The release on recognizance for that quantity of drugs, particularly if the defendants have no connection to Tulare County, makes me wonder if the traffic stop interrupted a controlled delivery by the defendants, acting on behalf of law enforcement, to a distributor. I think there is more to this story.
