That caught my eye too—surprised you are the first to pick up on it, though the person noting that the writer seemed to be attempting journalism likely caught it as well.
That was my thought also. The article is not well written. Words are a journalist’s tools. As poorly as some use them, if they were carpenters they’d probably be missing a few fingers!
