It has been argued it is and it isn't. I personally think in some circumstances permits are not infringement but I am not a judge nor have I adjudicated 2nd Amendment cases.
If I have to ask for and be granted permission from Government to exercise a “right”, it isn’t really a right. They’re just letting me pretend I have the “right” while it’s playtime.
