I have heard that Hornaday can’t even process one 20 million dollar US gov contract before there is another one waiting. I used to think the military had its own plants pumping out small caliber ammo.

There are - according to web search - 2,200 IRS Special Agents. Assuming they are licensed to carry and are required to maintain proficiency, that is about $300 in ammo per agent.
