So, I suppose the sentence is true if you view Lysychansk as “the outskirts” of Severodonetsk, but, of course, the sentence is actually a deceit meant to mask the fact that the tragically exploited soldiers of the UFA are being killed and wounded in huge numbers and being pushed back. After Lysychansk, which will be surrounded or surrendered, it’s a matter of finishing with Slavyansk and Kramatorsk. The Russians are clearly operating according to their plan.
