I think he is saying that the cost for the activities the people engage in to celebrate the 4th of July will shock people.
Even so Thursday the 30th seems a bit early.
Unless some report comes out on that day, maybe he’s thinking that it’s the day before a 4-day weekend for a lot of people (many will have Friday and Monday off).
