Congress needs to take away DC’s ability to govern itself and decertify its federal circuit court. Just fold it into whatever district Maryland is in. DC is clearly not capable of governing itself.

Th. Federal buildings, the embassy row and the national mall should remain federal. Return the rest of the territory to Maryland.
