As the States are governed by DC, so should DC be governed by the States or a rotation of them. Could be fun to watch.

Each state gets to govern DC for a one-year term. Rotate through all the states and start at the top when all 50 have had their turn.
Can you imagine how whip-sawed they would be? Everybody would flee this crap-hole district.
