That is so laughable on its face. "Desperation" doesn't yet mean drilling for oil or mining coal here in the USA. Here is what "Biden Desperation" looks like...

Trump got us out of the Iran deal. Iran is the Saudi’s mortal enemy. It is hard to understate how much the Saudis hate the Iranians. This is why Trump was so popular with the Saudis.

There is an easier way. Take off the domestic drilling restrictions and open up federal lands again. The price of oil thus gasoline would drop some almost immediately even before new oil gets to te refineries. Just because USA is back in the petroleum business seriously the anticipation would cause the bids on oil to decline.
