The process actually began during the 8 Clinton years. George W. Bush did nothing to reverse it during the next 8 years. Then Obama worked hard at it during his 8 years including replacing many military officers and making some of his political appointee positions into career civil service jobs so they couldn’t be removed. During Trump’s four years his efforts were stymied by Democrats and Republicans in Congress as well as the courts. In essence we’ve had 28 years during which the Democrats have very successfully infiltrated the once professional civil service and almost completely restaffed it with leftist social justice warriors.
No doubt if the GOP recaptures Congress in the 2022 elections, McCarthy and McConnell, will make no effort to reform the bureaucracy. Neither have a history of using the power of the purse to actually reduce the size of government or cut wasteful staffing.
