If sites on Russian territory are attacking Ukraine then those sites would be legitimate targets for Ukraine, and thus fair game; and Ukraine would be fully justified in doing so. But attacking a non-offensive site inside Russia — while justified because this is a war — would take a bit of explaining.

#1. Ukraine is getting the GPS guided GMLRS rockets, not the longer ranged TACMS missiles. The primary targets of the HIMARS and GMLRS are Russian artillery. The news reporting until now has neglected to mention how effective Russian artillery is until now - I wonder why that is? Russia State Television is calling this a “red line”. The Russian military knows how well the first generation MLRS worked during the first Gulf War in the 1990s, and how it has improved. Pretty soon, Russian artillery will have losses like their armored vehicles.
