Only an absolutely insane person would do these terrible things we see, so lets start there. Then after the fact we find out a dozen or more people already knew they were nuts. The parents, schools, other students, councilors and even medical staff. Hell he was even telling people what he was going to do online. There was plenty of time to catch this but nobody bothered. We used to lock these people up in Mental Institutions, now we just leave them on the streets.

Exactly- people that are writing things like he did online for everyone to see need to be looked into heavily- just assume they mean what they are saying- the co sequences for getting It wrong are just too severe.
There is this show on ID “Evil Lives Here”. There are stories from actual events where a family had a youngster who displayed violent tendencies at young ages. They violence progressed until the ultimate violence of killing happened.
Many of those stories were about over the years how many of these families sought help and even institutional care for what they knew was going to happen sooner or later with their violent kid. Most of them were denied help.
Some of these parents are to blame who deny their kid is a psycho, but others know it, suffer for it, and are helpless to stop it.
