Many industries look for such data in their industry, not presuming they are doing everything as well as they could.
It IS sensible that schools and local authorities can use that same idea, if there are best practices resources available, and it also provides the public as a gage of what their schools and local authorities are and are not doing. The state of Florida has done that and has a repository of the data within their state.
It is 100% more sensible than more gun regulations.

I have 20 years of Law Enforcement Experience including Interim Chief of Police in Uvalde, Texas and Currently Assistant Chief with the Webb County Sheriffs Office in Laredo, Texas.
That was SOP in most areas up to Columbine. After that they realized these shooters are 99% of the time going to keep shooting until they kill themselves or killed by police, hence the go in and find them, engage them and stop the threat.
A BIG problem is that “barricaded shooter” status seems to assume that after a mass shooting nobody needs emergency medical care.
It would be interesting to get experts opine on how many lives would have been saved by getting those who were shot to the hospital half an hour earlier.
My guesstimate of the answer is “a lot”. But If the answer is “none”, then the should have the cops race to the scene of a shooting on bicycles. Keeps the carbon footprint down.

One problem - he didn’t actually stop shooting. He kept shooting throughout the entire incident.
What happened to SWAT teams? I thought they were trained to handle just this sort of attack.
That protocol of wait for SWAT, etc, was deems wrong and deadly after Columbine. It was SOP to go in and engage they shooter because most of them are gonna be a suicide mission for them anyway.
You are missing the important point. Already there are detailed plans, strategies, and training relating to how police should respond to a school shooter or other terror attacks.
The problem here isn't some refinement of the details of how to be better at a job, it is the utter failure of the people involved to do their job in any sane way.
If the police are going to stand around and do nothing, there isn't much point in trying to teach them the fine points of dynamic entry in a high risk situation.
What should the training manual for standing around and doing nothing say? "When doing nothing try to look like you are doing something. Prepare your story for later so you can explain to the public why you stood around and did nothing as the shooter was killing children. Here are five good talking points to use to explain your inaction..."
Has this guy spoken since the day of the shooting?
Perhaps a redo is in order? Of course no one comes back to life. A friend mentioned that next time a parent gets a call about an active shooter at their kid’s school perhaps don’t call the blue but grab your own weapons and take care of business yourself. After all....how much worse could the parents do compared to the blue?
Those cops might as well give up their badge and move way far away. The folks of the town are probably madder than hell and I would love to be a fly on the wall at the city counsel meeting. WHooweee!

And harass any parents that are nearby. Maybe even handcuff a few. That we you can pretend to be controlling the situation.
It's not that ridiculous an assumption.
Tell me, how in hell did the know there were no survivors? How in hell did they know there there were no kids bleeding out? How did they know all the kids were dead and none of them needed immediate life save medical attention in order to survive?
Take your time.
You could arm chair quarterback after the fact every battle in history and find that mistakes were made and things could of be done better.

This was no battle, this was a mass slaughter. In a real war, I'd guess most of those people would haul azz.

It was a battle, that the cops delayed engaging in. But a battle nonetheless.
