Naivety is what makes us look stupid. Of course they had a bill sitting there waiting. They even openly say never let a crisis go to waste. Think that doesn’t include being READY for a crisis.
The so called PATRIOT act was sitting there ready to be passed when something hit. There are countless examples like this.
